Yes, just make sure the pressure cooker is venting properly. Since you are using fossil fuel, make the copper tube longer with a few loops and submerge it in a small bath of room temp water. This will make it more efficient and you will collect more water. Also boil your water open for 5 minutes before starting the distillation process. This will evaporate any low boiling chemicals.
This version in this video is not very efficient since we are using the sun, it is simple and no power needed.

Yes, if you have clear sun, it is the same. The cold will leach your temperature builds faster but the intensity is about the same Winter or Summer. Winter actually seems to have a clearer atmosphere so in my experience it is better.

Do you have to be careful with the concentrated beam reflecting into your eyes? I would imagine it could cause instantaneous retinal damage.

The focal point is the instant danger and that is not likely with a simple reflection. Staring at lighter objects can cause injuries similar to welders. Eye protection is recommended especially when working on glass or melting metal.

They differ from lens to lens. I have found that lower LPI actually works better for solar collecting down to 30LPI
