i just watched his brunei performance and he lip synchs the first part as well.
what mj usually did with billie jean on the history tour is do about an 8 or 9 minute performance of billie jean.
the first 4-5 mins, most of it was lip-synched, and would be the same part as what you hear on the billie jean song that also goes for 4-5 mins.
however on the history tour, he extended the song by about another 4 minutes to allow him to sing live vocal ad libs and do dancing

ad libs are where he sings the lyrics of billie jean, but differently to how they appear on the popular version of the song. you can hear him singing the ad libs where the beat breaks down and the drums are dominating. it's during this part where he also alows his dancing to shine.
why ppl lipsynch over background vocals differs. some ppl just cant sing live, but mj can, so for him, it may have been to preserve his voice because the history tour schedule was extremely intense, show after show

i mean, the history tour was made of him doing 82 shows in 11 months all around the world, each concert being very long and strenuous.. so you have to preserve your energy to last

Due to Jackson suffering from bad laryngitis throughout the whole tour, Wanna Be Startin' Somethin', the Jackson 5 Medley, and the latter parts of Beat It, Billie Jean, You Are Not Alone and Heal the World were the only songs on the setlist that were sung live. There was also one occasion in Brunei where the first verse of Scream was sung live.

this is actually sung live, at least for the very first part. You can hear that MJ came in a bar too early (lol), and around 0:39 the background guitar had to repeat a bar to sort the beats out.

not sure what he says between 4:54-4:59 but it dounds damn good
from 5:11, it sounds like he's saying, "you know you did, you know you did, because you are, you know you've gone too far"... which would make sense if he's talking about billie jean and what she did in the original lyrics of the song
